Reporting To: Director of Housing and Asset Management Pay: EVH Grade 8 — £46,728 - £50,556 a year
Location: Hybrid in Oban Closing Date: 20th March 2025

West Highland Housing Association manages over 1,200 homes in the Oban, Lorn and the Isles area. We are a high performing member of the Link group and an opportunity has arisen for the right candidate to manage our Assets team and be responsible for the strategic planning of investment projects and planned maintenance programmes.

In addition you will lead the operational management of reactive repairs and our approach to estates management, ensuring the organisation meets all statutory and regulatory standards.

KEY RESPONSIBILITIES

Procurement, Programme and Project Delivery

  • Contribute to the business planning process, and lead on the development of relevant business and strategic plans, including Board reports
  • Lead and advise on procurement activities
  • Design and engage colleagues and stakeholders in procurement of contracts, including KPIs and the maximising of community benefits
  • Lead and manage a team that delivers a programme of work effectively and within budget
  • Be responsible for continuing development of WHHA’s approach to asset management, ensuring compliance with regulatory standards including EESSH2, SHNZS, SHQS
  • Research relevant low carbon, green technologies and seek external funding opportunities
  • Ensure compliance with new legislation and regulation, recommending changes to policies and procedures as required
  • Ensure that an accurate stock condition information database is maintained to inform sound business planning
  • Ensure the efficient and effective maintenance of existing stock and new build properties
  • Maximise development, learning and job opportunities within the organisation through apprenticeship programmes and using contract requirements to support local labour and commitments to community benefits

 

Performance

  • Deliver high quality services and improvement programmes, meeting customer service standards and Board performance targets. Ensure good performance is delivered within the Scottish Housing Regulator’s ARC and related industry best practice standards
  • Ensure robust management of stock condition surveys and analysis of asset management data to successfully develop and deliver the Asset Management Strategy
  • Procuring and leading on contract management of health and safety compliance; ensuring that WHHA meets its statutory duties and obligations for its stock, in line with regulations, best practice, on time and within budget
  • Facilitate and ensure good communication, liaison, co-operation, and support in respect of the West Highland’s customers to ensure their welfare and interests are protected
  • Ensure the effective management of complaints or legal claims in terms of this work
  • Ensure effective communication in plain language, both internally and externally, to ensure people are informed, engaged, and find it easy to access the organisations services
  • In all areas seek customer feedback to shape and develop services, ensuring an effective partnership with customers and community organisations
  • Facilitate the Assets Team digital transformation strategy, maximise the use of ICT to improve efficiency, increase productivity and develop services, including document management
  • Promote high quality customer service standards within your team and ensure learning from the complaints process results in service improvements

 

Financial Responsibility

  • Use stock condition and asset management data to facilitate the production of costed options appraisals, including acquisitions/disposals, refurbishment/regeneration, and new build requirements
  • Ensure that all work programmes are packaged and procured efficiently with external contractors, to ensure a high level of performance in terms of quality and cost
  • Prepare, monitor, and control revenue and capital budgets and external contracts. Contribute information to the production of accurate monthly management accounts and ensure robust budgetary control
  • Ensure that all tendering and contractual arrangements comply with the organisation's financial regulations, contract procedures and statutory requirements
  • Ensure value for money when procuring services and materials, regularly benchmarking costs, and delivering agreed efficiency targets

 

Governance and Compliance

  • Prepare and present regular reports for the Board, Committees and Link Group, keeping them appraised of performance against targets, new legislation, and policy reviews
  • Take the strategic Lead on Health and Safety compliance, ensuring the safety of staff and customers through compliance with all health and safety legislation and other regulatory compliance requirements, ensuring that all necessary risk assessments are carried out and control measures put in place
  • Effectively assess, manage and report on strategic and operational risks in line with the organisations risk management strategy
  • Prepare and submit data and information for our Annual Return on the Charter and other relevant regulatory requirements

 

Line Management

  • Provide strategic leadership and overall direction to the Asset Team, empowering them to deliver quality services
  • Ensure consistent delivery through objectives, performance targets and effective communication through team meetings, one-to-ones and appraisals
  • Active contribution to projects and initiatives, ensuring your team collaborates with colleagues to ensure a unified contribution to the organisations strategic and business objectives
  • Recruit, support, develop and appraise staff to provide a professional service to customers
  • Actively promote health and wellbeing within your team and celebrate success
  • Design and provide staff training on asset management policy and procedures
  • Be an active member of the Operational Management Group (OMG) ensuring the delivery of high-quality services
